My name is Alberto Govea, and I serve as President of the League of United Latin American Citizens (LULAC) Council 4568. Since 1995, our council has proudly advocated for civil rights and civic engagement in Tarrant County.

Our mission is to ensure equal access and opportunity for all residents in every aspect of life -including full and fair participation in the political process. It is in this spirit that I write to express our deep concern regarding current efforts to redraw district lines mid-decade. We have learned that Judge Tim O’Hare, Commissioner Manny Ramirez, and other Republican officials are pursuing a redistricting plan outside the standard decennial process. To advance this initiative, the commissioners have retained The Public Interest Legal Foundation-an organization widely known for engaging in legal actions that suppress Latino and Black voter participation.
LULAC Council 4568 believes these efforts are a deliberate attempt to dilute the political power of minority communities in Tarrant County. Manipulating district boundaries to favor one political party over another is a clear act of gerrymandering. Such actions undermine our democratic values and disenfranchise the very communities that contribute to the strength and diversity of our region.
This should be unacceptable to all residents of Tarrant County, particularly in Fort Worth, a city that celebrates its diversity and cultural richness. As president of a national civil rights organization, I am especially concerned about the message this sends-not only to local constituents but to the broader LULAC community across the country.
In 2026, Fort Worth is scheduled to host LULAC’s National Convention for the first time in our nearly 100-year history. This event will bring thousands of attendees from across the United States to our city. We should be working to showcase Fort Worth as a welcoming, inclusive, and forward-looking community-not one that turns back the clock on civil rights and fair representation.
If these redistricting efforts move forward, they risk transforming our city and county into symbols of partisan division and voter suppression. That is not acceptable to me or the members we represent.
We urge the Tarrant County Commissioners to reject these undemocratic efforts and stand for fair, representative governance for all.
